A new government decree has significantly reduced health insurance costs for students. The move is receiving widespread public support.
Decree No. 188/2025/ND-CP was issued. It increases state financial support for health insurance premiums. The state will now pay at least 50% of the cost for students. This is a rise from the previous 30% support level.
Under the new rules, a student’s monthly contribution drops to 52,650 VND. This is nearly 21,000 VND less than before. For an entire year, the cost for a student is now 631,800 VND. This is an annual saving of about 253,000 VND.
Students can pay their share through their educational institutions. Payments can be made every three months, six months, or once a year.
The decree also aims for full student participation. The Can Tho City social insurance sector has set a target. It wants 100% of students enrolled in health insurance by September 30, 2025. To achieve this, it will work with local schools and authorities on an information campaign.
The support extends beyond students. Several other groups will also receive at least 50% premium support. These groups include village health workers, local security force members, and awarded artists.
Additionally, support for other vulnerable groups has been expanded. Near-poor households in poor communes will get 100% support. Other near-poor households and ethnic minorities in newly-improved areas will get at least 70% support.
Mr. Ly Quoc Viet, Deputy Director of Can Tho Social Insurance, praised the policy. He said it demonstrates the state’s humanitarian motto of “leaving no one behind.”
To raise awareness, Can Tho Social Insurance will set up information booths at schools.
These booths will provide policy details and answer questions for parents, students, and teachers. Officials say this will help educate the younger generation about their rights and the importance of mutual support.
